The flag is based on the arms attributed by mediæval heralds to King Inyr of the Ancient British Kingdom of Gwent, the area which developed into Monmouthshire. These arms are subsumed in the ecclesiastical arms used by the Diocese of Monmouth, whose area is the same as the county of Monmouth. They were incorporated into the coat of arms borne by the Monmouthshire County Council from 1948 and of Blaenau Gwent Council since 1974. They are also to be found in the shield of the Monmouthshire County RFC amongst other local organisations. Although a traditional design this realisation is courtesy of Jason Saber who formalised the colours, notably the celestial blue which ensures a stronger contrast with the black portion of the field.
